Browns signed Phil Bates who was recently released by Seattle
Phil Bates was a former quarterback at Ohio University that was converted to play wide receiver. He was released yesterday by the Seattle Seahawks and today yhe Cleveland Browns signed him.
Bates is most famous for his fight against Richard Sherman in camp.

@DDMon710: My bad. Phil Bates cleared waivers. He is, however, heading to Cleveland. I assumed he was claimed. He was signed by #Browns, though.
