Did Bills GM Doug Whaley go “rogue” on Fred Jackson?

This was the term used by Buffalo News writer Tim Graham who says everyone in the organization wanted Fred to stay but one man. 
@ByTimGraham: Bills organization will remain unified when speaking publicly, but two sources tell me Doug Whaley went rogue in cutting Fred Jackson.
If true Fred’s statement released moments ago by Bucky Gleason make sense.
“There’s only one person in that organization that I haven’t gotten honesty from, and that was him,” Jackson said.
