Oakland turns to Bill Musgrave at OC, why?

Bill Musgrave will be the team’s new offensive coordinator, NFL Media Columnist Michael Silver reported Monday. The team later announced the hire. Musgrave comes to Oakland from Philadelphia, where he served as quarterbacks coach on Chip Kelly’s staff during the 2014 season.

I am confused by this hire for the Raiders. Musgrave is not the best qualified person to work with Derek Carr. There are so many better coaches to work with Carr, I just hope it works out for the Raiders fan base sake.
